The Board of Trustees made a commitment when CKA was originally approved to review the policy in two years. They have been in the process of revising CKA for the past few months to meet that commitment and to ensure alignment with WS §21-3-132 where practicable and reasonable for Park 6.
In the process of drafting WS §21-3-132 Possession of firearms on school property, the legislative service office included the following language:
§21-3-132 (a)The board of trustees in each school district may adopt rules and regulations, in consultation with local law enforcement, to allow the possession of firearms by employees possessing a valid concealed carry permit under W.S.6-8-104 on or in any property or facility owned or leased by the school district.
As this statute uses the term rules rather than policies the Board of Trustees is obligated to take what was previously considered policy (CKA) through the state's required rule-making process. The notice addresses those requirements which includes a 45-day comment period. This allows for the public to submit comments regarding the proposed CKA rules and regulations. The Board of Trustees will review and consider each comment that is submitted, make any changes deemed necessary, and take action to approve the final CKA rule at a special board meeting on August 13. The public has the opportunity to submit comments up until that date, including the opportunity at that special meeting on August 13th to provide additional comments not already submitted to firstname.lastname@example.org.
