NOTICE OF PROPOSED RULEMAKING
Greetings,
Pursuant to Wyo. Stat. § 16-3-103, the Board of Trustees for Park County School District 6 (“District”), hereby provides public notice of its intent to pass the proposed Rule and Regulations, CKA, CKA-R-1, and CKA-R-2.
Interested people may present their views on the proposed Rule and Regulations in writing to Park County School District 6, Central Office, 919 Cody Ave, Cody, WY 82414, or email at: cka@park6.org . Written comments will be received for a period of 45 calendar days from the date of this notice. After August 7, 2025 (45-day deadline date), no further written submissions will be accepted or considered.
The proposed Rule and Regulations set forth the regulations that the District may enact for its Employees and Volunteers regarding carrying concealed firearms on District property. The proposed Rule and Regulations are promulgated pursuant to the Wyoming Repeal Gun Free Zones Act, W.S. § 6-8-105.
The proposed Rule and Regulations require that District Employees and Volunteers with Wyoming-issued concealed carry permits who bring their concealed firearm to District property have a lockbox within which they can put the concealed firearm when it is not on their person, and undergo scenario-based training initially and annually. The proposed Rule and Regulations also set forth details about the training curriculum and the instructor qualifications. The basis for the Rule and Regulations is the authority given in W.S. § 6-8-105(f), and the purpose is to ensure that Employees and Volunteers who choose to bring concealed firearms to District property are properly trained and to reduce the risk of injury and death.
The proposed Rule and Regulations, CKA, CKA-R-1, and CKA-R-2, will repeal and replace the current District Rule and Regulations, CKA, CKA-R-1, CKA-R-2, and CKA-R-3.

The proposed Rule and Regulations meet the minimum substantive state statutory requirements.
